TerraGo Technologies' GeoPDF format allows for the exchange of spatial data and comments directly via an interactive map.  Maps created with the GeoPDF authoring software are easily opened by any user running the standard Adobe PDF Reader. Users can zoom, pan and toggle layer visibility.  The format is so popular that the USGS now offers their topo maps in this format.

By downloading a small, free GeoPDF toolbar, users can also add sketch points, lines and polygons, as well as attached comments to these features. These are exported to a lightweight file easily sent by email. The comment file is imported to the recipient’s copy of the map to review marked proposals, reply to comments and add their own markup. ESRI ArcGIS users can convert these comment files to shapefiles for inclusion in their GIS   Other GeoPDF functions, such as its direct use with GPS, is not discussed here.  See the TerraGo Technologies site for a complete product description.
